just follow the instructions in the post above by an_onlooker. You will be able to download all the dictionaries that way.

well i've been able to download only SOME of the dictionaries with this(partial) solution,i wish to know if there still exist a definitive way to download ALL of them,thx

You can download exe file with bgl inside also here:

http://www.babylon.com/dictionaries-glossaries

This is the english page, you can use combo on right for another language.
Then unrar exe and extract your dictionary in bgl format.

@wargus tnx the link works, found my chinese simplified dict inside an exe there.
