key shortcuts uneffective in KDE4

I've been having this problem since a long time, but I was having issues with KDE at that time.
Now everything is fine except I cant raise the main window or the translation popup.
I can redefine the keys, but whatever, nothing happens and I can just raise the main window by clicking on the icon.
I'll try to debug and solve this but before I'd like to know if someone has the same issue.
