Preferred Dictionary

I am starting a new project to create dictionaries in many minority languages in support of our ESOL language learning system. Is there a preferred format?

No preferred format as GoldenDict is only a dictionary shell and was not developed for any particular format. Perhaps, you should consider DSL, it is quite a simple format.
